In exercise of the powers conferred upon me by section 37(1) of the Police Act 1996(1), after consultation in accordance with section 37(2) of that Act, I hereby make the following Order:
1. This Order may be cited as the Police (Secretary of State's Objectives) (No. 3) Order 1999 and shall come into force on 1st April 2000.
2. The Police (Secretary of State's Objectives) (No. 2) Order 1999(2) is hereby revoked.
3. The objectives for the policing of the areas of all police authorities established under section 3 of the Police Act 1996 are-
(a)to reduce local problems of crime and disorder in partnership with local authorities, other local agencies and the public; and
(b)to increase trust and confidence in policing amongst minority ethnic communities.

This Order sets out the Secretary of State's objective for the policing of the areas of all police authorities established under section 3 of the Police Act 1996. Section 6(2)(a) of the 1996 Act requires police authorities to have regard to these objectives in the discharge of their functions. Local policing objectives determined under section 7 of the 1996 Act must be consistent with these objectives. Section 8 of the 1996 Act requires police authorities to issue local policing plans which must give particulars of these objectives.
