The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 17(2) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby makes the following Regulations:-
1. These Regulations may be cited as the M11 Motorway (Junctions 5-�4, Redbridge) (Speed Limit) Regulations 2000 and shall come into force on 25th April 2000.
2. In these Regulations-
"the Woodford Link" means the length of the southbound carriageway of the M11 London-Cambridge Motorway from a point 260 metres south of the centre point of the junction with Luxborough Lane to its junction with the southbound and westbound carriageways of the A406 North Circular Road;
"motorway" has the meaning given in regulation 3(1)(f) of the Motorways Traffic (England and Wales) Regulations 1982(2); and
"the restricted length of the Woodford Link" means that length whose beginning is for the time being indicated by a traffic sign of the size, colour and type shown in diagram 670 of the Traffic Signs Regulations 1994(3), varied to indicate a speed limit of 50 miles per hour and the end by a traffic sign of the size, colour and type shown in diagram 671 of those Regulations.
3. No person shall drive any motor vehicle at a speed exceeding 50 miles per hour on the restricted length of the Woodford Link.

These Regulations impose a speed limit of 50 miles per hour on a length of the M11 Motorway in the London Borough of Redbridge. The length affected is 3.2 kilometres long, and runs along the southbound main carriageway of the Motorway from a point 260 metres south of the centre point of its junction with Luxborough Lane to its junction with the southbound and westbound carriageway of the A406 North Circular Road.
1984 c. 27. Section 17 was amended by the New Roads and Street Works Act 1991 (c. 22); Schedule 8, paragraph 28 and Schedule 9 and by the Road Traffic Act 1991 (c. 40), Schedule 4, paragraph 25 and Schedule 8. Section 134(2) was amended by the New Roads and Street Works Act 1991 (c. 22), Schedule 8, paragraph 77.
Part I of S.I. 1994/1519, to which there are amendments not relevant to these Regulations.
