The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred upon him by sections 405(2) and 406(1) of the Greater London Authority Act 1999(1) hereby makes the following Order:
1. This Order may be cited as the Greater London Authority Act 1999 (Transitional Capital Finance Provisions) Order 2000 and shall come into force on 24th April 2000.
2.-(1) In relation to the financial year beginning in 2000, sections 113 and 115 of the Greater London Authority Act 1999 shall be modified in accordance with this article.
(2) In section 113-
(a)in subsection (1), for "the beginning of each financial year" substitute "3rd July 2000" and for "that year" substitute "the part of the financial year beginning on 3rd July 2000 and ending with 31st March 2001"; and
(b)in subsection (5)-
(i)in paragraph (a) for "financial year" substitute "part of the financial year beginning on 3rd July 2000 and ending with 31st March 2001"; and
(ii)in each of paragraphs (b), (c) and (d), insert "part of the" before "year".
(3) In section 115-
(a)in subsection (1), for "to each of the functional bodies" substitute "(which shall include the amount allocated and the purposes for which the amount is allocated) to each of the functional bodies, the Assembly and the Secretary of State"; and
(b)omit subsection (2) and, in subsection (3), "or (2)".

This Order contains transitional provisions which are required because the Greater London Authority and functional bodies constituted under the Greater London Authority Act 1999 will come into existence and assume their powers part way through the financial year beginning on 1st April 2000.
The modifications are in section 113 (relating to the issue of an aggregate credit approval by the Secretary of State) and section 115 (relating to the notification by the Mayor of allocations of amounts from specified categories under the aggregate credit approval).
