EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations implement Commission Directive 2004/34/EC amending, for the purposes of adapting to technical progress, Annexes I and II to Directive 96/74/EC of the European Parliament and of the Council on textile names (O.J. No. L89, 26.3.2004, p.35). They amend the Textile Products (Indications of Fibre Content) Regulations 1986 ("the principal Regulations"), which implement Council Directive 96/74/EC of the European Parliament and of the Council of 16 December 1996 on textile names (O.J. No. L32, 3.2.1971, p.38). This Directive consolidated Council Directives 71/307/EEC (O.J. No. L185, 16.8.1971, p.16) and 83/623/EEC (O.J. No. L353, 15.12.1983, p.8) and Commission Directive 87/140/EEC (O.J. No. L56, 26.2.1987, p.24).
These Regulations add a new entry in relation to polylactide to the list in Schedule 2 of the principal Regulations, and they also amend Schedule 3 of the principal Regulations by adding the agreed tolerance for polylactide.
A full regulatory impact assessment of the effect that this instrument will have on the costs of business is available from the consumer pages of the DTI website at www.dti.gov.uk/ccp.
