NATIONAL LOTTERY

The Awards for All (England) Joint Scheme (Authorisation) Order 2006

  Made 4th March 2006 
  Laid before Parliament 6th March 2006 
  Coming into force 1st April 2006 

This Order is made in exercise of the powers conferred by paragraphs 2(1), 3 and 6(1) of Schedule 3A to the National Lottery etc. Act 1993[1].

     The Secretary of State has previously by order under paragraph 2(1) of Schedule 3A to the 1993 Act authorised the Awards for All (England) joint scheme ("the Scheme") having received an application by the bodies proposing to participate in the Scheme, namely the National Heritage Memorial Fund, the National Lottery Charities Board, the New Opportunities Fund, the English Sports Council and the Arts Council of England.

     The participants in the Scheme have modified it under paragraph 6(1) of Schedule 3A to the 1993 Act and have applied to the Secretary of State under paragraph 2(4) of that Schedule for her to authorise the Scheme as so modified.

     Accordingly the Secretary of State makes the following Order:

Citation, commencement and interpretation
     1. —(1) This Order may be cited as the Awards for All (England) Joint Scheme (Authorisation) Order 2006 and shall come into force on 1st April 2006.

    (2) In this Order—

Authorisation of joint scheme
     2. —(1) The Secretary of State hereby authorises the Awards for All (England) joint scheme as modified by the agreement entered into on 27th February 2006 between the National Heritage Memorial Fund, the National Lottery Charities Board, the New Opportunities Fund, the English Sports Council and the Arts Council of England (referred to below as "the modified joint scheme").

    (2) The Schedule to this Order (which, pursuant to paragraph 3 of Schedule 3A to the 1993 Act, contains a brief description of the nature, purposes and other particulars of the modified joint scheme) shall have effect.

Revocation
    
3. The Awards for All (England) Joint Scheme (Authorisation) Order 2005[4] is hereby revoked.

SCHEDULE
Article 2(2)

     1. The bodies participating in the modified joint scheme are the National Heritage Memorial Fund, the National Lottery Charities Board, the New Opportunities Fund, the English Sports Council and the Arts Council of England.

     2. —(1) The modified joint scheme provides for the making of grants of not more than £10,000 to local community groups to support activities—

    (2) The purposes of the modified joint scheme are—

     3. The modified joint scheme applies to England only.

     4. The maximum amount of money that may be distributed under section 25(1) of the 1993 Act in a year under the modified joint scheme is £60 million.

     5. The money to be distributed under section 25(1) of the 1993 Act is attributable to each of the participating bodies in the following proportions, that is to say—

     6. The modified joint scheme will have effect for a period of one year ending on 31st March 2007.



EXPLANATORY NOTE

(This note is not part of the Order)


This Order authorises a modification to the Awards for All (England) joint scheme to extend the duration of the scheme to 31st March 2007 and to increase the maximum amount that may be distributed under the scheme in one year to £60 million.

The Scheme is contained in the agreement entered into on 6th March 2002 and modified by the agreements entered into on 3rd March 2003, 1st March 2004, 8th February 2005 and 27th February 2006.
