The Secretary of State makes the following Order in exercise of the powers conferred by sections 1, 4, 5 and 7 of the Export Control Act 2002[1]:
1.
This Order may be cited as the Export Control (Lebanon, etc.) Order 2006 and shall come into force on 11th October 2006.

In this Order "the 2003 Order" means the Export of Goods, Transfer of Technology and Provision of Technical Assistance (Control) Order 2003[2],

For paragraph (1A) of the 2003 Order substitute the following paragraph—
"
(1A) Subject to the provisions of this Order goods of a description in—
(a) Schedule 1A to this Order are prohibited to be exported to any Member State or any of the Channel Islands; and
(b) entry 1 or 2 of Schedule 1A to this Order are prohibited to be exported to any other destination when they are goods in transit to that other destination."

In article 11(10) of the 2003 Order for the words "nothing in article 3" substitute "nothing in article 3(1) or 3(1A)(a)".
5.
In Schedule 3 to the 2003 Order, add Lebanon at the appropriate place, to the list of countries and destinations.
6.
In the Trade in Controlled Goods (Embargoed Destinations) Order 2004[3], add Lebanon at the appropriate place, to the list of embargoed destinations in the Schedule.

EXPLANATORY NOTE
(This note is not part of the Order)
This Order makes provision in respect of an arms embargo to Lebanon. It also further amends the Export of Goods, Transfer of Technology and Provision of Technical Assistance (Control) Order 2003 ("the 2003 Order") to provide for an omission in the Export Control (Security and Para- Military Goods) Order 2006 (S.I. 2006/ 1696) which amended the 2003 Order.
Articles 3 and 4 amend the 2003 Order to provide that gangchains and leg-irons described in entry 1, and portable devices that administer an electric shock described in entry 2, of Schedule1A to the 2003 Order are prohibited to be exported when they are goods in transit to destinations outside the European Community or any of the Channel Islands.
Article 5 adds Lebanon to the list of countries and destinations in Schedule 3 to the 2003 Order.
Article 6 adds Lebanon to the list of embargoed destinations in the Trade in Controlled Goods (Embargoed Destinations) Order 2004.
A regulatory impact assessment has not been produced for this instrument as it has no impact on the costs of business.
