Coming into force in accordance with article 1
The Secretary of State makes the following Order in exercise of the powers conferred by section 3(6) of the Terrorism Act 2000(1).
In accordance with section 3(6)(a) of that Act, the Secretary of State believes that the organisations referred to in article 2(1) and (3) of this Order, being organisations listed in Schedule 2 to that Act(2), are operating wholly or partly under names that are not specified in that Schedule (whether as well as or instead of under the specified names).
1. This Order may be cited as the Proscribed Organisations (Name Change) Order 2019 and comes into force on the day after the day on which it is laid before Parliament.
2.-(1) Each of the names specified in paragraph (2) is to be treated as another name for Revolutionary Peoples' Liberation Party-Front (Devrimci Halk Kurtulus Partisi-Cephesi) (DHKP-C).
(2) Those names are-
(a)Revolutionary People's Liberation Party-Front (Devrimci Halk Kurtulus Partisi-Cephesi) (DHKP-C);
(b)Revolutionary People's Liberation Front (Devrimci Halk Kurtulus Cephesi) (DHKC);
(c)Revolutionary People's Liberation Party (Devrimci Halk Kurtulus Partisi) (DHKP), and
(d)Revolutionary People's Liberation Front/Armed Propaganda Units (Devrimci Halk Kurtulus Cephesi/Silahli Propaganda Birlikleri) (DHKC/SPB).
(3) Each of the names specified in paragraph (4) is to be treated as another name for Islamic State of Iraq and the Levant (Islamic State of Iraq and al-Sham) (Dawat al Islamiya fi Iraq wa al Sham (DAISh)).
(4) Those names are-
(a)Jaysh Khalid Bin Walid (JKbW) (JKW);
(b)Jaysh Khalid bin al-Walid (KBW), and
(c)Khalid ibn-Walid Army (KBWA).

Part 2 of the Terrorism Act 2000 (c. 11) makes provision about proscribed organisations (including setting out offences in relation to such organisations in sections 11 to 13). An organisation is proscribed if it is listed in Schedule 2 to that Act or, in most cases, if it operates under the same name as an organisation so listed (section 3(1)).
Section 3(6) of that Act enables the Secretary of State, by order, to provide that a name that is not specified in Schedule 2 to that Act is to be treated as another name for an organisation that is listed in that Schedule. Paragraphs (1) and (2) of article 2 of this Order specify other names for the organisation listed as "Revolutionary Peoples' Liberation Party-Front (Devrimci Halk Kurtulus Partisi-Cephesi) (DHKP-C)". (Note that the name specified in paragraph (2)(a) differs from the name in paragraph (1) by virtue of the placement of the apostrophe in the second word.) Paragraphs (3) and (4) of article 2 specify other names for the organisation listed as "Islamic State of Iraq and the Levant (Islamic State of Iraq and al-Sham) (Dawat al Islamiya fi Iraq wa al Sham (DAISh))".
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
