The Secretary of State makes the following Regulations in exercise of the powers conferred by section 50(1) and (2)(b) of the Police Act 1996(1).
In accordance with section 50(2ZC) of that Act(2), the text of these Regulations has been approved by the College of Policing.
1. These Regulations may be cited as the Police (Amendment) Regulations 2020 and come into force on 22nd June 2020.
2.-(1) The Police Regulations 2003(3) are amended as follows.
(2) In paragraph (1) of regulation 10 (qualifications for appointment to a police force)-
(a)after paragraph (b), insert-
"(ba)must have attained the age of 17 years;";
(b)in paragraph (c), after "18 years" insert "before being appointed to a police force";
(c)in paragraph (ea), after "paragraph (1A)" insert "before being appointed to a police force".

These Regulations make amendments to regulation 10 of the Police Regulations 2003 (S.I. 2003/527) ("the 2003 Regulations"). The 2003 Regulations make provision about the terms and conditions of service of police officers in England and Wales including the qualifications for appointment to a police force.
Regulation 2 amends the ages at which a person can be a candidate for appointment to a police force and be appointed to a police force. Regulation 2 also provides that the requirement for a candidate for appointment to have the selected qualification or experience applies at the stage of being appointed to a police force.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
Section 50(2ZC) was inserted by section 123(1) of the Anti-social Behaviour, Crime and Policing Act 2014 (c. 12). Section 123 was subject to a correction slip published on 4th August 2014. Section 50(2ZC) was amended by section 48(1), (3), and (6) of the Policing and Crime Act 2017 (c. 3) but those amendments are not yet in force.
